The Workforce Innovation and Opportunity Act (WIOA) is landmark legislation designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and helps employers obtain skilled workers.
WIOA established an Eligible Training Provider process that will help support and ensure informed customer choice, performance accountability and continuous improvement. States and Local Workforce Development Boards identify Eligible Training Providers qualified to receive WIOA funds to train eligible adults, dislocated workers, and youth.

Where is this data from?
Data on this website reflect training programs approved to be on states' ETP list as of June 30, 2024, covering the period from July 1, 2020, through June 30, 2024. The data displayed on this site are from annual state submissions that occur each year for state Eligible Training Provider (ETP) Performance Reports (form ETA-9171). These reports contain the performance information for all individuals served by the program of study, in addition to the performance information on the Workforce Innovation and Opportunity Act (WIOA) participants served by the program of study. WIOA [section 116(d)(4)] requires that state reports contain four years of data. After receiving the reports, ETA conducts calculations to estimate the various indicators displayed on the site and applies suppression rules to the data before publishing.
Note that for the period from July 1, 2018, through June 30, 2021, more than 30 states received a waiver of the requirement to collect and report data on "all students" in a program of study. Program year (PY) 2021 (July 1, 2021-June 30, 2022) represents the first year for which all states were required to collect and report "all student" data. ETA notes that a small number of states experienced submission and quality issues for the PY 2023 report.* Overall data quality has improved each year since eligible training program data was collected and the Employment and Training Administration will continue to provide support and oversight to states in order to fulfill its mission to provide quality data for users to make informed decisions.
