The Workforce Innovation and Opportunity Act (WIOA) is landmark legislation designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and helps employers obtain skilled workers.

WIOA established an Eligible Training Provider process that will help support and ensure informed customer choice, performance accountability and continuous improvement. States and Local Workforce Development Boards identify Eligible Training Providers qualified to receive WIOA funds to train eligible adults, dislocated workers, and youth.

Where is this data from?

The data displayed on this site are from annual state submissions that occur each year by October 1 for state Eligible Training Provider (ETP) Performance Reports (form ETA-9171). These reports contain the performance information for all individuals served by the program of study, in addition to the performance information on the Workforce Innovation and Opportunity Act (WIOA) participants served by the program of study. WIOA [section 116(d)(4)] requires that state reports contain four years of data. This means that state submissions of the Program Year (PY) 2022 data contains four years of data (PY 2019, PY 2020, PY 2021, and PY 2022). In these reports, states submit aggregate numbers for each program of study on the state ETP list. After receiving the reports, ETA conducts calculations to estimate the various indicators displayed on the site and applies suppression rules to the data before publishing.
